Why it matters
A national plan gives those groups a shared framework for tackling cancer control. But the plan’s practical force remains uncertain: the reporting does not specify binding targets, funding, delivery milestones or enforcement mechanisms.
That makes implementation the real test. Without clear ways to measure progress and hold institutions to account, an ambitious plan can remain a statement of intent rather than a change in how cancer control works.
